Guidance Procedure for Issuance of ABTC PDF Print E-mail


  1. Implementation order of the procedure:
    • The agency/organization applying for ABTC for their own staff or employee to fully prepare the dossier in accordance with the regulations and to submit it at the Department’s Section for Receiving and Delivering Administrative Documents (SRDAD), receiving a Reply Coupon with written date of the result returning.
    • The SRDAD to receive and inspect the dossier. If the dossier is fully complete and valid, the SRDAD shall accept it for further processing and return the result to the agency/organization on the date specified in the Reply Coupon. If the dossier is not fully complete or invalid, the SRDAD shall guide the agency/organization on how to complete it.
    • Place:
      • Headquarters of Hanoi Department for Foreign Affairs (No. 10, Le Lai Street, Hoan Kiem District, Hanoi).
      • People's Committee of Ho Chi Minh City (86 Le Thanh Ton Street, Dist 1, Ho Chi Minh City).
      • Department of Planning and Investment of HCMC. (32 Le Thanh Ton St., Dist 1., Ho Chi Minh City, Viet Nam).
      • Viet Nam Immigration Department - Ministry Of Public Security.
        • 40A Hang Bai Street, Ha Noi Capital.
        • 7 Tran Quy Cap Street, Da Nang City.
        • 254 Nguyen Trai Street, Dist 1, Ho Chi Minh City.
  2. Components of the dossier:
    • Official letter of introduction and identification card of the person who submits the dossier;
    • An official document requesting for permission of the use of ABTC signed directly with ink-pen by the legal representative of the agency or enterprise (using the form of Department for Foreign Affairs);
    • A certified copy of the Business Registration Certificate;
    • Copies of documents showing the fulfillment of tax obligations prescribed by the State of the latest six months time (license tax, corporate income tax, etc.);
    • Copies of payroll, insurance book (if any) of the latest one-year time;
    • The appointment decision for holding the current working position for at least one year;
    • Curriculum vitae with certification of the ward people's committee of registered residence;
    • Certified copies of all economic contracts signed with partners from APEC member economies (together with documents showing accomplishment of the contracts such as: liquidations of the contracts, the import and export contracts attached with customs declarations and tax receipts, etc.). In case the contracts were made in a foreign language, notarized Vietnamese translations must be attached.
    • A certified copy of passport showing travel demand for regular commercial purposes in the APEC bloc.
  3. Number of dossier: 1 set.
  4. Processing duration: Within 15 working days after receiving the complete and valid dossier.

  7. Result of the administrative procedure: Written document of Hanoi and Ho Chi Minh People’s Committee approving for use of the ABTC.

  9. Legal basis of the administrative procedure:
    • Decision No. 45/2006/QD-TTg dated February 28, 2006 by the Prime Minister promulgating the regulation on issuance and management of APEC business travel cards.
    • Circular 10/2006/TT-BCA dated September 18, 2006 of Ministry of Public Security guiding the implementation of the Regulation on issuance and management of APEC business travel cards under the Prime Minister’s decision no. 45/2006/QD-TTG dated February 28, 2006.
